During the 2010 tournament season all players in PLGA events will be responsible for abiding by the following tournament policies and eligibility requirements. Players who have questions pertaining to PLGA events should contact the PLGA office at: (714) 994-4747. |
| ELIGIBILITY |
| PLGA events– all players must be amateurs and members in good standing of the PLGA at least 18 years of age, and meet index and any other stated age requirements. |
| CGA events– all players must be amateurs and members of the PLGA and/or SCGA and meet index and any stated age requirements. |
| USGA events– all amateur players must have an up-to-date USGA handicap index and meet the appropriate index and any stated age requirements. |
| Players are responsible for ensuring that they meet all eligibility requirements. Prior to the close of entry, PLGA will attempt to notify players who fail to meet eligibility requirements. Nevertheless, any player who fails to meet any one of the eligibility standards will not be allowed to participate in the tournament.Players with questions regarding their eligibility status should contact their club and/or the PLGA prior to the entry deadline date. |
| ENTRIES |
|
Entries for PLGA events must be received at the PLGA tournament mailing address:

by the deadline date indicated. All properly completed entries will be accepted until the deadline date. However, late entries may be accepted and will be placed on an alternates list to fill spots as they become available up until the tournament committee establishes final pairings.Please note: Alternates and / or standbys will be notified by the PLGA office in advance if cancellations make possible their participation in PLGA tournaments and are heartily discouraged from standing by at tournament sites. However, if a duly constituted alternate or standby, i.e., someone whose paid application has already placed him / her on the standby list, does standby at a tournament site, he / she may, at the discretion of the PLGA Tournament Committee, be allowed into the event in the order of his / her appearance on the alternate / standby list. Entries for PLGA events will not be accepted unless completed on an official PLGA entry blank and accompanied by the correct entry fee (valid check or money order; no cash please).Telephone of facsimile (FAX) entries will not be accepted. Entry fee covers various costs detailed on each entry form. Players are responsible for costs not covered by the entry fee. The Public Links Golf Association reserves the right to refuse entries at any time.Reason for refusal includes but is not limited to unbecoming behavior.

| TOURNAMENT SITE AND OVERSUBSCRIPTION |
| If any site requires adjustment (including, but not limited to, the receipt of more entries that can be accommodated), players will be transferred to a standby list based on their date of receipt of entry application (i.e. later applicants will be subject to transfer; players will be assigned to a site at the discretion of the Tournament Committee). NOTE: If, all sites are oversubscribed, entrants will be drawn out by date of receipt and will receive a full refund.The PLGA Tournament Committee reserves the right to adjust the size of the field at any site at any time. |
| REFUND POLICY |
| Cancellations after closing date are refundable only if a replacement can be found and are subject to administration fee. Cancellations less than 72 hours (3 business days) before the player’sround are non-refundable. Administration fee is $15.00 per player. |
| INFORMATION |
| Players in the tournament will receive their Player Information Sheet with starting time and practice round availability approximately 10 days prior to the competition date. Players who do not receive their Player Information Sheet are responsible for contacting the PLGA office prior to the competition. |
| RULES OF GOLF |
| The USGA Rules of Golf, as well as the PLGA Conditions of Competition included in the mailing with the Player Information Sheet and the Local Rules Addendum distributed at each site, will govern play during all phases of the competition. |
| DISTANCE MEASURING DEVICES |
Per USGA Decision 14-3/0.5 (effective January 1, 2006), the PLGA adopts the Local Rule necessary to permit the use of such devices for the remainder of calendar year 2008.
A player may obtain distance information by using a device that measures distance only. If a player during a stipulated round uses a distance measuring device that is designed to gauge or measure other conditions that might affect his / her play (e.g., gradient, wind-speed, temperature, etc.), the player is in breech of Rule 14-3 for which the penalty is disqualification, whether or not any such additional functions are actually used during the stipulated round.
Exchanging distance information: Information regarding the distance between two (2) objects is public information, and the solicitation or receipt of such public information does not constitute the solicitation or receipt of advice; consequently, a player may ask anyone, including his / her opponent, fellow-competitor, or either caddie, the distance between his ball and the hole. However, the solicitation or receipt of such information must be performed without causing undue delay in the progress of play and within the constraints of the Association’s published Pace of Play Policy. |
| COMPLETING ROUNDS |
| Players will attempt to complete all rounds for which they qualify.PLAYERS WHO FAIL TO COMPLY WITH THIS RULE MAY BE SUBJECT TO INELIGIBILITY IN PLGA TOURNAMENTS FOR A PERIOD OF UP TO SIX MONTHS. |
| ATTIRE AND CONDUCT |
| See Player Information Sheet. If “Spikeless” shoes are mandated for qualifying or championship rounds such requirement will be noted on the entry form or will be so noted on the Player Information Sheet. The player must adhere to this policy. Proper attire and conduct is required at all times at all PLGA events. |
| CELLULAR PHONES / PAGERS |
| All pagers, cellular phones, and other electronic devices must be in silent mode during all competitions.Cellular phones are to be used for medical emergencies only. Violation of this policy is two strokes in stroke play, and loss of hole in match play per occurrence. |
| PRACTICE ROUNDS |
| Practice round information will be made available after the close of entries. (See Player Information Sheet). |
| CARTS |
| Subject to limitations imposed as each specific site, golf carts are permitted in all phases of competition at all PLGA events. Subject to club policy, handcarts are also permitted.See Player Information Sheet for more information. Players must adhere to site mandated policies such as "90 degree" rule or "cart path only" rule. Players who must withdraw due to their inability to abide by site mandated cart policies must do so before the start of the stipulated round. |
| CADDIES & SPECTATORS |
|
Where caddies are permitted on courses used by PLGA for its Championships, the PLGA Rules & Competition Committee will permit them in the Championship Flight per the policies of the host golf course. Such "permission" will be advertised in the Conditions of Competition. Any competitor who fails to adhere to the policies of the host golf course will be subject to disqualification. Any competitor whose caddie fails to adhere to the policies of the host golf course will be subject to disqualification.
Spectators are not generally allowed in PLGA tournaments. Competitors who bring unauthorized guests on the host golf course will be subject to disqualification.

| AWARDS |
| All awards are in the form of merchandise certificates, which are mailed to the players with the results of each tournament.NOTE: The Award for the PLGA Amateur Championship, Team Play, and Champion of Champions are in the form of clothing with the PLGA logo and is ordered and mailed upon the completion of the competition. |
| SCORECARDS |
| In all PLGA events the official tournament scorecard shall be exchanged on the first tee. Marker must sign scorecard and return it to Competitor(s). Competitor(s) should verify scores and must sign scorecard. In partner events one of the player's signatures is all that is required for the team. |
| POSTING TOURNAMENT SCORES |
| The Committee in Charge of the Competition will determine the method or mode by which competitors in PLGA competitions will post their Adjusted Gross Scores and so instruct competitors in each competition. |
